Toner is much cheaper than inkjet cartridges in the long run.
Paper depends on what you buy, however. The better quality paper the more expensive.
There is sticker shock associated with toner printers/cartridges. But, in the long run you save A LOT of money.
i.e. an HP Inkjet printer costs about $0.10-$0.17 per page to print from a cartridge with ~250-400 page yield.
an HP Laser printer costs about $0.005-$0.02 per page depending on the page yield (2,500 - 30,000 page options)
You can buy a Laser Toner printer with a ';duplexer'; that will make your printing needs efficient and will print on both sides of the page for you without having to flip it. SO, there is an opportunity cost savings also associated with not having to manually flip pages.
If you want to save printing cost, you should buy laser printer, the cartridges can print a lot of pages.

It depends on the quality of paper you use.
But two sides of toner + one sheet of paper is going to cheaper than two sides of toner + two sheets of the the same type of paper no matter how expensive the paper is.
