With the starter toner cartriges, I just printed 250 color pages and the cyan, yellow and magenta are almost empty.

All printers, photocopiers and faxes which use toners or inks are designed to waste as much as possible. This is because the machines themselves are produced so cheaply in order for you to buy them. 250 sounds pretty good to me and 10% of 250 is 25 so 6% in 20 pages is nothing so terrible. Printers are relatively cheap. The profit comes from the cartridges which are expensive but don't last so long. In the case of a basic inkjet printer, the cartridge can cost the same as the actual printer did
They don't waste too much toner, the Samsung toner cartridges are just really small. When I was at staples, the box for ALL 4 samsung cartridges together was smaller than ONE cartridge (w/o) box of a toner cartridge from my Brother Printer.
